A 1999 memo warning of a potential tunnel-ceiling collapse -- the Boston Globe published it last week -- was "fabricated," says a Big Dig contractor. "So what does this mean for the Globe?" asks Dan Kennedy. "Surely this is embarrassing, but is it a scandal? Based on what we know so far, I'd have to say "no.'
