The Wakulla Independent Reporter was shut down for more than a year after the Florida Elections Commission accused it of being an "electioneering communication." The state threw in the towel after the case went before a federal judge, reports Lucy Morgan, but the paper and the ACLU won't be allowed to recover any of the $80,000 in fees and expenses they say the fight cost them.
