A brother and sister, 86 and 84, gave $10 million to Mount Pleasant, Wis. for a new village hall and other buildings. They wanted their gift to be anonymous, but revealed their names after the Racine Journal Times filed a request to view the contract under the Wisconsin Public Records Law. Editor
